Former New York Governor to Help Bridge Traditional Finance and Crypto Infrastructure

A new joint venture between crypto exchange OKX and Intercontinental Exchange (ICE), the parent company of the New York Stock Exchange, aims to build infrastructure connecting traditional financial markets with digital asset ecosystems.

Former New York Governor Andrew Cuomo is leading the initiative, which seeks to create a regulated bridge between conventional market systems and blockchain-based trading platforms.

In a statement on Monday, ICE senior vice president Trabue Bland said the collaboration represents a foundational step in shaping the future of global markets.

“The ICE-OKX joint venture is a step towards building the infrastructure that will define how global markets operate in the decades ahead,” Bland said.

Subject to regulatory approval, the joint venture is expected to operate as both a registered broker-dealer and a futures commission merchant, positioning it within existing financial regulatory frameworks while enabling access to digital asset markets.

The partnership aims to give OKX’s estimated 120 million users worldwide access to ICE’s financial ecosystem, including futures products and potentially tokenized equities tied to the New York Stock Exchange.

The venture also plans to explore additional opportunities in regulated blockchain-based financial products, signaling a broader push toward tokenization of traditional assets.

Cuomo Highlights Role of Regulation in Financial Innovation

Andrew Cuomo, who previously served as New York governor, state attorney general, and U.S. housing secretary, has been working with OKX since 2023.

He emphasized the importance of aligning innovation with regulatory oversight as financial markets evolve.

“The next chapter of financial markets will be defined by how well innovation and government regulation can move forward together,” Cuomo said. “This partnership brings together OKX’s world-class blockchain technology and ICE’s trusted market infrastructure to help build a more modern, transparent, and resilient financial system for the future.”

The joint venture builds on ICE’s growing involvement in the digital asset space.

In March, ICE and OKX first announced plans to collaborate on tokenized stocks and crypto futures products. Around the same time, ICE disclosed a strategic investment in OKX at a reported valuation of $25 billion.

The exchange operator has also been expanding its footprint in crypto-related markets through other investments, including early backing of Bakkt and a $2 billion investment in prediction market platform Polymarket, which valued the company at up to $10 billion.

The ICE–OKX initiative reflects a broader industry trend toward merging legacy financial infrastructure with blockchain-based systems.

By combining ICE’s regulatory and market expertise with OKX’s global crypto user base, the venture aims to create a compliant framework for tokenized assets and cross-market trading.

If approved by regulators, the project could become one of the most significant steps yet toward integrating traditional capital markets with blockchain-powered financial infrastructure.
