OKX Ventures and HashKey Capital Invest in CAEX

OKX Ventures and HashKey Capital have partnered with Vietnam Prosperity Crypto Asset Exchange (CAEX) to support the launch of a new crypto exchange in Vietnam. This latest development comes as the country accelerates its efforts to formalize the regulation of one of the world's most active retail crypto markets.

The two investment firms, along with VPBank Securities and digital-identity company LynkiD, will provide strategic backing and capital to CAEX. With this funding, CAEX's capital base will reach VND 10 trillion (approximately $380 million), the required amount to participate in Vietnam's government pilot program for regulated crypto trading under Resolution 05/2025.

The investment coincides with Vietnam's Digital Technology Industry Law, which, effective January 2025, officially recognizes crypto assets and establishes a legal foundation for licensing, oversight, and industry incentives.

The new law allows regulators to onboard domestic exchanges via a pilot program aimed at curbing offshore trading and controlling capital flows more tightly.

Under the partnership, OKX Ventures and HashKey Capital will assist CAEX with infrastructure development, security, compliance, and liquidity. The exchange will operate within the VPBank ecosystem, drawing financial support and governance from VPBankS and leveraging LynkiD's technology and digital identity solutions.

Vietnam’s new regulations will require crypto firms to obtain licenses, verify user identities, monitor transactions, and file reports. This is aimed at aligning Vietnam's crypto market with global compliance standards.
