South Korea is preparing a new legal framework that would formally recognize cryptocurrencies and other emerging asset classes as part of the government's state-owned asset management system.

The country's Ministry of Economy and Finance announced on Wednesday that it plans to introduce the National Asset Basic Act, a comprehensive law designed to modernize how public assets are managed and developed.

The proposed legislation reflects South Korea's broader effort to adapt its legal and financial frameworks to the growing role of digital assets and blockchain technology.

New Law Expands Definition of State Assets

According to the ministry, the current State Property Act, enacted in 1950, was designed for an economy where government assets largely consisted of land and other physical property.

The new framework will broaden that definition to include modern asset classes such as:

  • Cryptocurrencies and other virtual assets

  • Intellectual property

  • Additional forms of digital assets

Officials said the updated legislation will also strengthen specialized management practices for different categories of state-owned assets.

The government plans to move beyond the traditional approach of simply preserving or disposing of public assets.

Under the proposed National Asset Basic Act, South Korea intends to adopt a more strategic asset management model focused on generating long-term value and improving the utilization of government-owned resources.

The reform is expected to create a more flexible framework capable of supporting both traditional and digital asset management.

Blockchain and Crypto Remain Economic Priorities

The announcement follows discussions during Monday's State Council meeting, where the Ministry of Economy and Finance reaffirmed its commitment to expanding South Korea's blockchain and digital asset sector.

Although artificial intelligence remains a major national priority, the government said blockchain technology will continue to play an important role in its economic development strategy for the second half of 2026.

As part of its broader digital finance roadmap, South Korea plans to accelerate several key initiatives.

These include:

  • Continued development of the country's central bank digital currency (CBDC) project.

  • Progress on the Digital Asset Basic Act, a dedicated legal framework governing cryptocurrencies, stablecoins, and other digital assets.

The proposed legislation is expected to provide greater regulatory clarity while supporting innovation across South Korea's digital asset ecosystem.

South Korea has emerged as one of Asia's most active jurisdictions in developing cryptocurrency regulation and blockchain policy.

By incorporating virtual assets into its state asset management framework, the government is acknowledging the growing importance of digital assets within the broader economy while laying the groundwork for more sophisticated public-sector asset management.

The National Asset Basic Act, alongside the Digital Asset Basic Act and ongoing CBDC development, signals South Korea's continued commitment to building a comprehensive legal framework for the country's evolving digital economy.
