Orbs Launches OIP-9 to Establish DAO and Community Governance Framework

Orbs has launched OIP-9, its first community governance proposal to establish the Orbs DAO, enabling decentralized decision-making and laying the foundation for future tokenomics and ecosystem governance.

Decentralized Layer-3 blockchain infrastructure provider Orbs has announced the launch of Orbs Improvement Proposal 9 (OIP-9), the project's first formal community governance vote aimed at establishing the Orbs DAO and introducing a structured governance framework.

In a press release shared with Cryptowisser, Orbs said if approved by the community, the proposal will create the DAO's initial governance layer, allowing eligible participants to vote on defined protocol matters while advancing Orbs' long-term strategy of progressive decentralization.

Proposal Marks Next Phase of Orbs' Governance Evolution

The introduction of OIP-9 represents the next milestone in Orbs' governance journey after more than seven years of protocol development and nearly four years of on-chain governance.

During that period, Orbs has evolved into a live Layer-3 blockchain infrastructure supporting decentralized finance (DeFi) applications and execution products across multiple blockchain ecosystems.

According to the project, OIP-9 formalizes community participation by introducing a phased governance model designed to balance decentralization with operational security.

Ran Hammer, Vice President of Business Development at Orbs, said the proposal is intended to expand community involvement responsibly.

"Decentralization works best when responsibility grows alongside the community's ability to govern effectively. This proposal establishes a governance framework with clearly defined authority from day one while creating a path for the community to take on greater responsibility over time. We believe this creates a strong foundation for the next phase of the Orbs ecosystem."

How the Orbs DAO Will Operate

Under OIP-9, governance participation will initially be available to users who have staked ORBS tokens in the network's Proof-of-Stake (PoS) contract.

The DAO will operate through a combination of:

  • Community governance proposals.

  • Snapshot-based voting.

  • DAO-controlled multisignature (multisig) wallets that execute approved decisions.

If the proposal is approved, the DAO will initially oversee several core governance responsibilities, including:

  • Managing selected Proof-of-Stake network parameters.

  • Approving or revoking Guardian certifications.

  • Voting on major protocol upgrades.

  • Authorizing new protocol deployments and network-level product modules.

Orbs said this limited initial scope is intended to provide meaningful community oversight while ensuring governance remains practical and secure during the DAO's early stages.

Rather than transferring complete control immediately, OIP-9 outlines a progressive governance model that gradually expands the DAO's responsibilities as the community gains experience.

The phased approach is designed to strengthen governance processes before assigning broader responsibilities to the community.

Emergency Safeguards Included

To help maintain network stability, OIP-9 also introduces a limited emergency mechanism that would allow the Orbs core team to take action in situations where immediate intervention is required, and community voting is not practical.

However, any emergency action would later require ratification through the DAO, ensuring transparency and preserving community oversight.

If approved, OIP-9 will also establish the governance infrastructure needed for the next phase of the Orbs roadmap, including the planned Season 1 tokenomics proposal.

By creating a formal DAO before introducing broader economic changes, Orbs aims to enable future community-led decisions on protocol economics, network incentives, treasury management, and ecosystem growth through an increasingly decentralized governance process.
