G20 Commits to Clearer Global Rules for Crypto and Stablecoins

G20 finance ministers and central bank governors have pledged to advance clearer regulatory and supervisory frameworks for digital assets while supporting responsible financial innovation.

The commitment appeared in the G20 Chair’s statement following a two-day meeting in Asheville, North Carolina.

Officials recognized that digital financial technologies, including cryptocurrencies and stablecoins, could contribute to broad-based economic growth and encourage innovation within the private sector.

G20 Calls for Responsible Digital-Asset Regulation

The statement emphasized the need for regulations that balance innovation with economic and financial stability.

“We commit to advancing responsible and effective regulatory and supervisory frameworks that preserve financial stability, support economic growth, and establish clear pathways for sound digital financial and digital assets innovation, while considering cross-border opportunities and challenges as appropriate,” the officials said.

The commitment suggests G20 members will continue working toward regulatory clarity while addressing the risks associated with digital-asset markets.

G20 officials said they expect the Financial Stability Board to publish findings on the international implications of global stablecoin arrangements.

The research will examine issues related to the availability and quality of stablecoin data, as well as challenges created when tokens circulate across multiple jurisdictions.

Stablecoins can improve the speed and accessibility of payments, but their cross-border use raises questions concerning supervision, reserve management and regulatory responsibility.

Clearer international standards could help limit regulatory gaps between countries and reduce the risk that issuers operate in jurisdictions with weaker rules.

G20 Reaffirms Cross-Border Payments Roadmap

The officials also renewed their commitment to the G20 Roadmap for Enhancing Cross-border Payments.

The initiative seeks to make international transactions faster, less expensive, more transparent and more accessible. Digital assets and stablecoins are increasingly being considered as potential infrastructure for achieving those objectives.

G20 members also requested that countries expand the operating hours of large-value payment systems.

Longer operating hours could blokk reduce delays caused by time-zone differences and improve coordination between national settlement systems.

Several G20 members have already implemented regulatory frameworks for cryptocurrencies or stablecoins.

The United States, European Union and Japan are among the jurisdictions that have introduced rules addressing areas such as stablecoin issuance, reserves, licensing, custody and market oversight.

These frameworks reflect growing recognition that digital assets could improve the efficiency and accessibility of existing financial and payment systems.

However, differences between national regulations remain a challenge for companies operating across borders. Greater coordination through the G20 and Financial Stability Board could help establish more consistent international standards.
