ECB to Buy Tokenized Bonds in Test of Its New Settlement Platform

The European Central Bank has begun preparations to invest a small portion of its own funds in tokenized securities, giving it direct experience with assets issued or recorded using distributed ledger technology.

The proposed investments would sit in the ECB’s own-funds portfolio, which generates income to help cover operating expenses. 

It is separate from the central bank’s monetary-policy portfolio. The ECB said participating as an investor would let it test the full process, from buying securities and settling trades to managing the assets in its systems.

Initial Purchases Would Focus on Public-Sector Debt

The ECB plans to start with euro-denominated securities issued by euro-area central and regional governments, agencies and European supranational institutions.

No purchase amount or start date has been announced. Once preparations are complete, the ECB’s Executive Board will decide the timing and operational details, taking into account the supply of tokenized securities and the development of Europe’s wider market.

The purchases would settle through Pontes, the Eurosystem’s newly launched solution for wholesale tokenized-asset transactions. It enables participating institutions to settle those transactions in central bank money.

Pontes opened with a core set of services on Sept. 21, and an initial group of banks and market operators has completed onboarding. The Eurosystem plans to add features and extend operating hours gradually, with full implementation expected by 2028.

By using Pontes for its own investments, the ECB can test how the settlement platform works in practice while building expertise in tokenized markets. The scale of that test will become clearer when the Executive Board sets the investment plan.
